South Australia's payment regime is the Building and Construction Industry Security of Payment Act 2009 (SA). It follows the East Coast model shared with New South Wales, Victoria, Queensland and Tasmania: a payment claim, a payment schedule in response, and adjudication for disputed claims. For a subcontractor, it is the statutory backstop that keeps progress payments moving while a final figure is argued out.

Building and trade licensing in SA is administered by Consumer and Business Services (CBS). SA does not run a Queensland-style standing net-tangible-assets and turnover test as a licence condition, so the way you finance equipment does not carry the same direct licensing consequence it does in Queensland. Lenders will still read your balance sheet on its merits.

SA payroll tax applies once Australian taxable wages exceed $1.5 million a year — the highest threshold of any state — at a top rate of 4.95%. The rate phases in on wages between $1.5M and $1.7M; a deduction of up to $600,000 applies. These are the 2025-26 figures from RevenueSA, verified 10 July 2026. The high threshold means a large share of SA small businesses pay no payroll tax at all — practically, that leaves more working capital free to service finance than in a lower-threshold state. Confirm the current figure before acting on it.

South Australia is inside the Heavy Vehicle National Law, administered by the National Heavy Vehicle Regulator (NHVR). An SA-registered truck is regulated under the same national framework as one in the other eastern states, which simplifies compliance for operators running the Adelaide–Melbourne and Adelaide–Perth corridors as far as the WA border.
