The Western Australia business economy
Western Australia has 266,273 actively trading businesses and, in 2024-25, the fastest business growth of any state. Construction is the largest division at 45,601 businesses, and WA has by far the largest mining sector in the country by business count — 3,395 mining businesses, against fewer than two thousand in New South Wales — plus 28,680 in transport, postal and warehousing.
A resources-and-construction economy runs on plant, vehicles and civil equipment, often working remote sites on long payment cycles. Two things set WA apart from the eastern states in ways that touch finance directly: a comparatively young payment law, and a heavy-vehicle regime that WA runs itself rather than handing to the national regulator. Both are below.

Getting paid in Western Australia
Western Australia modernised its payment law with the Building and Construction Industry (Security of Payment) Act 2021 (WA), which brought WA broadly into line with the East Coast model — payment claims, payment schedules and adjudication — replacing the older West Coast-style scheme. It phased in over recent years and also introduced retention trust and other protections. Because it is newer than the eastern acts, take advice on which provisions apply to your particular contract and commencement date rather than assuming the position is identical to New South Wales.

Building work in WA is regulated by the Building Services Board (Building and Energy, WA) through the Building and Energy division. Builder registration carries financial and competency requirements, but WA does not operate the standing turnover-linked net-tangible-assets test that defines the Queensland system. As always, lenders will still assess your balance sheet on its merits.
Payroll tax
Payroll tax in Western Australia
WA payroll tax applies once Australian taxable wages exceed $1.0 million a year, at 5.5%. The tax-free threshold phases out between $1M and $7.5M of Australian taxable wages; above $7.5M the rate applies to all WA wages. These are the 2025-26 figures published by RevenueWA, verified 10 July 2026. The diminishing-threshold design means the tax-free benefit tapers away as your wage bill grows toward $7.5 million — worth modelling if you are scaling a WA workforce. Confirm the current figure before acting on it.
Heavy vehicles
Heavy vehicle regulation — WA is different
This is the one to know. Western Australia has not adopted the Heavy Vehicle National Law. Heavy vehicles in WA are regulated by Main Roads Western Australia (Heavy Vehicle Services), not the NHVR, under WA's own accreditation and access framework. The HVNL still applies to a WA vehicle the moment it crosses into an eastern state, so operators who run interstate deal with two systems: WA's at home and the national law across the border.

For a WA transport or plant operator, the dual heavy-vehicle regime is a real cost that belongs in the finance decision, not a footnote. A truck that works only in WA is accredited and operated under Main Roads WA rules; the same truck put on eastern runs picks up national-law obligations too. That affects utilisation, compliance overhead and, ultimately, the return you get on a financed vehicle.
It is a reason to match the finance to how the asset will actually be used. Asset finance keeps the machine off your working capital while it earns, whether it stays in the Pilbara or runs east; and for mining-services and civil businesses on long remote-site payment cycles, a working-capital facility bridges the gap between doing the work and being paid for it. Cost the compliance for where the asset will run, then size the finance to the cash-flow cycle — not to the sticker price.

No. WA has not adopted the HVNL. Heavy vehicles in WA are regulated by Main Roads Western Australia. The national law does apply to a WA vehicle once it crosses into an eastern state, so interstate operators deal with both systems.
Can a WA mining-services or civil business finance equipment without property security?
